The Rider in the Stars and Stripes is Kevin Metcalfe. August 13th, 2016 he won the USA Cycling National Hill Climb Championship in Cascade, CO in the 50-59 age class.
I saw him on Diablo twice last week, chatted him up a bit to congratulate him.
He's been bringing glory to The Mountain for a long time. Never talked to him so I didn't recognize him. Diablo is the natural home for such a champion and his jersey.
